Jeff Blinkhorn has over thirty years’ international experience of construction projects that includes
commercial office buildings, civil engineering, marine, power generation, transport and infrastructure. Jeff has been appointed as the planning expert on a number of occasions. He has recently given evidence in the Helsinki District Court , Finland, and in ICC Arbitrations, Jeff has given evidence in New York, London, Helsinki, Paris and Riyadh. He has also acted in numerous adjudications.

Jeff is experienced in the preparation and analysis of construction claims involving delay and disruption and has experience of retrospective delay analysis for use in legal proceedings. He has also been involved in carrying out planning audits on projects and has led teams involved in claim preparation work. Prior to joining Chronos Consult and Fairway, Jeff had the benefit of working for a contractor in a number of senior positions at site level and from head/regional offices, and has management experience of
construction projects in the Caribbean, Central America, the Middle East, the Far East, West Africa, Lesotho, Continental Europe and the United Kingdom. That experience includes project management, commercial management, planning, monitoring and coordination.
